Hi!
Google has already announced Google Summer of Code 2019[1] and, as you
may have read in the last blog post in news[2], openSUSE is looking
for mentors and organization admins that would like to help bringing
new programmers to our community.
We need at least one more organization admin and several projects
openSUSE related to be able to participate. The application period for
organizations is open from January 15 to February 6, so if you would
like to participate as an organization admin please get in touch with
Hernán, Christian or me by January 20. For mentors, the limit to
create an issue with your project(s) in the mentoring page[3] is
January 31. If you want more information about the program and what
openSUSE has been doing, check out last blog posts[4], our mentoring
page[5], Google’s Mentor Guide[6] and the "Google Summer of Code:
Organizations Apply" video[7].

Hello,
here are the board meeting minutes of Dec 4, 2018.
One of the items mentioned below was (finally ;-) already done: The
membership rules were updated - I'm sure you've seen Richard's mail
about that some days ago.
= Attendees =
All board members
= openFATE =
openFATE will be shut down in some weeks.
ACTION: Richard will send an announcement/reminder mail with the
shutdown date (at least 1 week before actual shutdown), so that people
have a last chance to backup (or implement!) a feature request
= Election committee =
We discussed some questions the election committee asked.
ACTION: Ana will send them an answer.
= Membership rules =
The board decided on new rules how to become an openSUSE Member at the
face2face meeting in May, which make becoming an openSUSE Member much
easier.
In the following discussion on the openSUSE Conference and the project
mailinglist, everybody agreed with that change. However, the wiki page
was never updated.
The board voted unanimously that the new membership rules should be
applied now. (Sarah and Christian didn't vote because of a possible
conflict of interest.)
ACTION Richard will write the updated rules, send the draft to the board
(except Sarah and Christian to avoid a possible conflict of interest),
and then update the wiki page.
ACTION: Richard will write to the election committee and explain our
decision.
ACTION: Richard will write to the membership committee and ask them to
apply the updated rules. He'll also ask which membership officials are
still active.
= Merge board election rules and membership rules =
The board wants to merge the election rules and membership rules into
one "government document". This won't change the rules, it will only
move all of them into one document / wiki page.
The merge will be done as a separate change, after the membership rules
were updated.
= Next meetings =
The next board meeting will be 2018-12-11, then we'll do a christmas
break (but still read and answer mails). The first meeting in 2019 will
be 2019-01-08.

BTW mission statement sounds a bit like at the beginning of this
century. Why do we need such crap anyhow at all? Since ages the main
motivation to use a SUSE based system is written down in /etc/motd :)

Dear Geekos,
A new Xfce repository for the unstable release of Xfce Desktop
Environment is now available for openSUSE:
https://build.opensuse.org/project/show/X11:xfce:rat
RAT is the acronym for "Released After Today", meaning the future
release of Xfce. In a more playful way, a rat is meant to represent the
unpolished nature of this release: a rat is scruffy looking compared to
a mouse (the cute and beloved mascot of Xfce) .
The goal of this project is to test and preview the new software so that
bugs can be spotted and fixed ahead of time by contributing upstream.
The software in this repository is from Xfce Git Master Branch thus
meant for development and testing only. Because commits are frequent and
bugs/regressions are very likely, its use in production devices is
strongly discouraged.
We hope you'll have fun with it and anyone is welcome to contribute to
it if wishes to do so!

Although the board requested that SUSE increase their sponsorship of
the openSUSE.Asia Summit for next year (discussed the meeting of 21
August[1]), SUSE is currently not able to do so. It is already
confirmed that the budget will remain the same. The Board will revisit
this situation with SUSE after their impending independence.
ACTION: Simon confirms with next year organizers that they handle the
money with an official account
= GSoC money =
It seems it is possible to donate the GSoC money (in contrast to what
thought on the meeting of 21 August[1]). The board waits for more
information about this topic.
= Unanswered email of offended person =
The person has already been answered in private and the issue is
considered by most board members as resolved.
= Elections update =
We already have an election committee and information of what their
“job” is has been sent to them. The board expect the committee to work
autonomously and is not going to get involved in any way.

It was agreed that getting in touch with the people involved may help

Dear Project,
For those who may not know, openSUSE Members are those contributors
who have rights to vote in openSUSE Board elections or other votes
requiring a formal decision by the Project as a whole.
At this years annual Face to Face Board meeting, the Board decided to
change the rules related to the Membership eligibility and approval
process, based on the proposal and feedback from this thread in
February

We announced the change at the openSUSE Conference, and are aware that
at least some of the Membership Officials have been conducting their
business since aligned with the new rules.
However, as part of their job in preparing for the upcoming elections,
our Election Committee noted that the documentation on our wiki was
inconsistent and out-of-date with these decisions. They were, very
rightly, uncomfortable with conducting the elections with any
ambiguity regarding our membership process.
As the Board Member who was intended to update those pages, I'd like
to apologise to my colleagues on the Board, the Election team, and the
Project as a whole for dropping the ball on this one.
As an Election committee has been formed and elections are upcoming,
normally the Board would stay well away from involving itself in
anything to do with Elections and/or Membership. This is to avoid any
conflicts of interest and preserve the integrity of the elction, as it
is the Membership who elect the Board, and it's entirely possible
current Board members might seek re-election in the upcoming election.
However, to rectify this situation I have now updated the appropriate
places on the Wiki

To summarise the changes to the Membership Rules
* Contributors can become Members once they have contributed to the
Project in a measurable way and requested Membership
* Members remain Members as long as they wish, but inactive Members
will be sent annual reminders to see whether they wish to remain a
member.
* Retired Members in good standing become "Members Emeritus" and
retain all the Perks of being a Member, besides voting and eligibility
to run for the openSUSE Board.
The changes to the process followed by the Membership Officials are as follows
* Applicants now only require 1 positive and 0 negative votes from the
Membership Officials to become a Member
* Acceptances/Rejections should be done by a different Official than
the first voting (so in essence, 2 positive votes are required, with
an opportunity for objections to be raised)
* Disputed decisions require Membership Officials to discuss amongst
themselves before rejecting. Deadlocked decisions can be escalated to
the Board.
* We hope to replace connect.opensuse.org. Any contributions/ideas
from anyone are welcome (WE NEED HELP). Replacing connect.o.o presents
an opportunity to add layers of automation to streamline this process,
such as automatically verifying contributions and ongoing activity to
prevent the need to send annual reminders.
While the above has been long discussed, partly announced, and
significant parts of the Project have been operating under the new
rules, the Board recognises that this could be seen as changing the
rules right before an election.
This situation was discussed during this weeks Board meeting, during
which the Board decided to go ahead with these changes.
To avoid any conflicts of interest, the 2 potentially conflicted Board
members who may stand for re-election in the upcoming election were
not allowed to vote on this decision.
This decision was however passed by all 4 of the remaining Board
members. This unanimous decision by the remainder of the Board
constitutes a 2/3rds majority which is required to amend our election
rules (https://en.opensuse.org/openSUSE:Board_election_rules#Amendment:)
This should hopefully negate any concerns that this documentation of
our previous decisions is not intended to impact the upcoming
election, but is a necessary action by the Board to enable the
Election Committee to go forward as they see fit.
All of these actions have been discussed with and approved by our
Election Committee, and this announcement can be seen as a joint
statement from both the Board and the Election Committee.

Hi all,
as far as I can see the "new" membership process is still under rework. As
there are three board seats open and people needed to fill them (and do the
work included) I wanted to know:
Is joining openSUSE and directly running for board something totally
inappropriate? Or would it be worth the work stepping up and writing some
words of intentions and plans?
Would be great to hear you thoughts.

We had our Week 3 meeting for the openSUSE Conference 2019. You can find

There are 60 days left to submit a talk for oSC19. Things seem to be
looking good with planning so far.
I want to thank all the people who contacted me about sending them some
fliers to help advertise oSC19. I especially want to thank TUXEDO
Computers for offering to include an oSC19 flier with every laptop they
sell.
