I have made three installs of 13.2-RC1.
Install 1: used the 64-bit DVD installer
Install 2: used the 64-bit live KDE
Install 3: used the 32-bit DVD installer
For install 2, there was a license agreement for fluendo. Maybe there
was also one for flash, though I'm not sure of that.
For installs 1 and 3, there was no license agreement for fluendo.
In all three cases, fluendo-mp3 (or whatever it is called) was
installed when I used Yast software management to add other packages
(such as "ecryptfs").
It seems inconsistent to only have the license agreement for live media
installs, but not for DVD installs.
I'm not sure whether I should file a bug report for this.
