Xcursor.theme: DMZ-White

Whether I include these two lines in:
/etc/X11/Xresources,
/etc/X11/Xresourcss/local, or
/etc/X11/Xresourcss.d/local
It also makes no difference if in /etc/sysconfig/windowmanager I include:
X_MOUSE_CURSOR="DMZ" or X_MOUSE_CURSOR="DMZ-White" or neither.
KDE3 desktop sessions ignore them. Is this a KDE3 flaw or an openSUSE flaw? I want
them effective globally, so unnecessary to do anything anywhere in /home/*/.kde/*
or /home/*/.config/* to have 32px DMZ-White mouse pointer effectively by default.
The only way I've found that's sure to work is in
~/.kde/share/config/startupconfig
to include these two lines:
kcminputrc_mouse_cursortheme="DMZ-White"
kcminputrc_mouse_cursorsize="32"
