[opensuse-kde3] Missing writing accents

Hello List, how can I get back the ability writing accents on my KDE3-desktop? My System is openSUSE 13.1 with KDE3 (3.5.10 release 262) from inofficial Suse-repos. I'm using the keyboard layout with dead keys. Under KDE4 all applications can work with accents. Under KDE3 there is no application writing accents. Writing accents is active (kcontrol). [opensuse-kde3] Is there a solution for narrow scrollbars in GTK3 Firefox on 42.3?

Google provides many queries for making them wider. Many received no answers. Many others offer solutions that have no effect. All I have found so far with suggestions have been user-specific, via ~/.config/gtk-3.0/*.css. My interest is global, so that all users automatically have useable scrollbars.
