Why if the input is /dev/random, the size of the output file is not 100
bytes? Some times 16 bytes, some 20, some 9...
However, if I run that in 12.3, I get the expected result, consistently:
Telcontar:~ # dd if=/dev/random of=sample bs=100 count=1 ; l sample

1+0 records out
100 bytes (100 B) copied, 0.00013542 s, 738 kB/s
- -rw-r--r-- 1 root root 100 Oct 20 16:13 sample

Two tested machines running 13.1 fail.
