It's the result of the "filling the gap" approach where Leap and share codestreams this may be the reason there are delays in the sync. In Tumbleweed this is less of a problem as we only have one repo although we got burned by branding not rebuilding once. I'll talk to Max and Lubos to check if we can do something to improve this.
Maybe a relatively simple solution to the problem would be to build both
branding-upstream and branding-opensuse from the same "obs package",
maybe via multibuild or as two subpackages of the same spec file.
This would make sure that both are rebuilt every time. I'm not sure if
it would affect their final location in the repos, though.
And it would of course also lead to "useless" updates of branding-x if
only branding-y was changed, so also not the perfect solution :-)
