Downgrading to 5.14.21 from Leap 15.4 fixes this issue. I am unable to debug this is issue, as the previous boot's kernel log (journalct -b -1) abruptly ends without any indication regarding this issue. In fact, after attempting to wake up the system, even keyboard status LEDs are unresponsive. I have also attempted to SSH into the laptop after waking it up without any success. Revert to kernel 5.14.21.15400.22.1 and it doesn't halt + udev works as expected, card is recognised using existing unchanged config. I wrote about excluding them from default setup. Default setup should be stable, safe and secure. When the user has extra needs or/and knows exactly the risks, no problem she/he can install nouveau or other risky package. When you disable nouveau packages, it means that you disable the GPU rendering, and all rendering is done on software instead, and the driver serves only for mode setting -- which costs log of power, and people don't want it. And, the instability of nouveau depends pretty much on the chip model, the kernel version, and the usage pattern. So the only remaining thing (IMHO) would be to removing those packages from default setups.
