This is resolved by ffmpeg-4 on my installation. Same situation with tumbleweed, other version of audacity but dependend on ffmpeg. What else is provided by openSUSE's restricted ffmpeg? Saying this it's incorrect to require something from an optional third party repository. The pre update audacity required ffmpeg, this resulted in the reporter filing Bug 1195650, requiring ffmpeg-3 appeared to be the solution both for myself and the reporter. Maybe changing Requires: ffmpeg-3 to Requires: ffmpeg < 4 would work?

Read Bug 1195650 this was the reason for explicitly requiring ffmpeg-3 without realising that ffmpeg-3 didn't exist in Leap:15.3. Audacity searches for the libavformat that it was built against and because although I tried to update audacity for 15.3 the lv2 library and it's dependents I submitted sat for more than three months and then were suddenly declined with no explanation. OK, I confirmed that audacity's export should work without ffmpeg binary when it's linked with the proper libavformat. Then Recommends of ffmpeg-3 itself looks superfluous to me... I have a tendency to accept hard requires that have been around for a long time, I need to work on removing them. Busy testing myself and will remove the ffmpeg requires altogether. Audacity has a preference function to locate the correct libavformat. Will see what happens if ffmpeg(ffmpeg-3 named ffmpeg in the case of Leap) isn't present.
