OK, I confirmed that audacity's export should work without ffmpeg binary when
it's linked with the proper libavformat.  Then Recommends of ffmpeg-3 itself
looks superfluous to me...  At least with the currently released audacity
package, it works fine without ffmpeg-3 (I replaced it with ffmpeg-4) for
exporting to m4a, mp3 and ogg.
