It always fails.
It fails when "enable.plymouth=0" too.
Then that's a different issue, please open a new bug report and post the debug log there (with plymouth disabled).
This bug is about plymouth not showing the password prompt.
Right, though why plymouth seems to have a problem is easy: it's crashing. I've got two core dumps I can share (Tumbleweed) and I posted an analysis on the null-pointer dereference to the bug report linked to this one.
