I think it depends. If you are using DHCP and the DHCP answer also contains the IP-address of a DNS then you can use the name. If you are using a fixed IP-address, it will not work, unless Yast asks for the IP-address of the DNS and you provide one.
Yes, it depends, but network must be reachable. I remember old times there was network setup screen for static IP, and there was option to enter DNS server.
