I'm not sure there is any official online procedure for upgrading from any distribution release to TW. The "official" procedure(s) may be limited to what https://doc.opensuse.org/documentation/leap/startup/html/book.opensuse.start... describes. https://www.google.com/search?q=upgrade+from+opensuse+distribution+release+to+tumbleweed&ie=utf-8&oe=utf-8&aq=t&rls=org.mozilla:en-US:unofficial turns up no opensuse.org hits among the first 50.
Perhaps this issue would get more visibility if it was discussed on the opensuse-factory list? I find the opensuse-wiki list is not followed closely by those that maintain the package management software.
