Why not use {{Expand}}? It is less restrictive and includes both cleanup, More information and everything else.

Thanks you all for the comments. I agree with Peter that new template would be appropriate. The {{cleanup}} as new in the family would mark cleanly that is some problem with the page and that needs immediate attention. The {{expand}} I understand as is mild demand for attention that can be ignored until I have spare time. Particular example: Looking at the title it is almost complete miss, as topic implies much more text, something like chapter in the book, not a single page. To correct the problem rewriting the article will take some time and expertise. The performance testing is the small problem, the performance tuning is quite different.
