This is what it says: Windows 95/98/Me Version of MS-DOS "When running with Windows 95/98/Me, MS-DOS based applications can check the operating system version by using Get MS-DOS Version Number (Interrupt 21h, Function 30h). For Windows 95/98/Me, this function returns 7 as the major version number and 0 as the minor version number. This function returns zero in the AX register for MS-DOS version 7.0 or higher" Sure are a lot of references to DOS for an OS that doesn't have DOS.

Ya know, guys, this issue was settled back in 1998.
It was settled that Win98 was built on top of MS-DOS 7.1.
