If I remember correctly, when you're in root, somewhere in the YAST setup there is a way to assign new users. At the bottom (I use KDE, don't know what it looks like without the graphical interface) there's a place to click if the new user can have access to the modem (or something like that). I clicked that and was able to use the net with all the users after that. I am such a newbie I have trouble remembering everything I've played with, but I remember this.
