Yes. The stables ISOs are never updated (changed) after release date. You get to the link by clicking on "get it" on the openSUSE main web page: https://software.opensuse.org/132/en By booting the big ISO, be it on a DVD or on a USB stick, you can install the distribution, or, choose to upgrade an existing one.
