if you read the man page for apt-get and apt-cache you'll get all the details.
apt-get update
syncronizes your package list with the source package list
apt-get install packagename
install packagename if its available and more current
apt-cache search packagename
searches the package list for packagename.

ps: of course if you have synaptic installed you can just run it and update as well :-)
