I would say, that the problem is with the player than. Can you try another player? Also, I have seen some players to reject NTSC or PAL disks if they are set for the other standard.
Otherwise, there should not be a problem, as you say you have created the AUDIO_TS and VIDEO_TS folders, and have put the video files in VIDEO_TS.
