On my 11.0 kde3 install, all control panel apps disappeared a few weeks ago and haven't returned. I have made a number of attempts to find out why and tried all the suggestions from the last thread, but still no joy. Here is what I see when I open kcontrol or type 'kcmshell --list':

What logs can I look at, what package can I check or what test can I run to find out what's happening and hopefully make the little guys jump back into kcontrol?
Try running kbuildsycoca --noincremental. This rebuilds the cache of all the .desktop files on your system, including those that define the kcontrol tree. However, if your sycoca was broken, I'd expect you to be telling me that your K menu wasn't working and that apps weren't finding their plugins. Also, check that /var/tmp/kdecache-$USER is writeable.
