i get the same error on occasion, all i do is ps -aux | grep pppd then kill all PID's resulting and it works fine, sometimes i just try and restart pppd and it works just fine. It just a tweek thing is all, i think SuSE doesn't always completely close the program once the connection is lost. Sounds like the permissions on /usr/sbin/pppd are not set right. Can you run the above as root?
