Are you sure you have cups installed completely?
It can be completely installed, but not running.
She should check to see if cups is running with:
To prevent delusion: my gender is male ;-)
$ ps -ef | grep cupsd
ps -ef | grep cupsd root 5480 1 0 10:26 ? 00:00:00 /usr/sbin/cupsd
If it's not running, first try (from root) /etc/init.d/cups start
if that gives an error THEN check to see if it's installed properly.
