[opensuse] What's the purpose of Plasma?

I have just discovered that in KDE3 you can imbeed any windows into the desktop. The windows then has no borders, cannot be moved, shown behind all other windows, disappears from the taskbar and window selector. Like as in this screenshot: http://www.linux.org.ru/gallery/5266021.png Of note that the application have not to be specially written to allow for that.
