Well, I'm not using Tumbleweed or the LO beta, so its issues are not familiar to me. If you fire YaST package manager and click search for "LibreOffice" you will find perhaps a hundred packages, most of which are language related. Yes, this is done as root. I have never used the LibreOffice mechanism, but I suppose that the results would only be available to the user doing it (even if it is root).
