I do keep them up to date. Also, this is a fresh install just a few months ago. I can understand that some apps can misbehave, but isn't it the responsibility of the OS to keep them in line?
As others have pointed out, the DVD ISO is not kept up to date. A fresh install still needs the "updates" repository configured and used. As for KDE, that has its own "Current" repository. We had an announcement about that a a short wile ago. I'm running 4.13.2. As for the OS keeping apps in line, well yes-no-maybe. Apps can still do silly things. All the OS is doing is managing the resources and access controls. I also, as have mentioned, suffer problems with video drivers, which are run as part of the kernel.
