XNTPD_INITIAL_NTPDATE="ntp-cup.external.hp.com montpelier.ilan.caltech.edu"
As you point out, this is updates the time at boot. If your system stays up for more than a couple days at a time, you'll want to add server ntp-cup.external.hp.com to /etc/ntp.conf and probably restrict default ignore to keep the bad people from playing with your clock if you aren't blocking udp/123. -- -ckm
