the OP has and depends on an old dos recipe program, meals. I have meals running satisfactory using dosemu from an icon on the desktop, but it opens windowed. is their an xml directive I can put into the xxx.desktop file which will direct the app to open maximized, or full screen?

It should have been possible to do with window rules. It ends up in $HOME/.config/kwinrulesrc
If you start the application and right click on the title bar you can navigate to "More Actions" and from there "Special Application Settings". There you have size and position and further down "Fullscreen". Edit to your likings.
