Instead, go to the search page, and find the package:

Locate the appropriate repo. Avoid the community repos, which leaves the experimental repos. There is only one: "graphics". Click on "expert" download, openSUSE, then click "Add repository and install manually".
Which for 15.1 means:
zypper addrepo https://download.opensuse.org/repositories/graphics/openSUSE_Leap_15.1/graph... zypper refresh zypper install gimp
Instead of the last two, fire up YaST.

Well, the graphics repo from above has it. You do not say what repo you tried. If it gives an error, what error?
