If the RPM is not available (actually downloaded into your machine, though not necessarily installed) then the file list is not available. So, getting a list of the files in an RPM would require first downloading all RPMS. Nit an efficient solution.
I would suggest looking at places like http://rpm.pbone.net
It will let you find RPMs, many of which you will see are the ones you are interested in. The nice thing is that this site will also list the files in the RPMs.
Not as direct, but it can get you where you want.
The way Debian, Ubuntu, etc. do it is to allow repositories to supply a file listing all packages' contents. Does the SuSE package management system not do the same?
Who can really say? SUSE have brought in so many package managers (or at least support for so many repository formats) that us mere mortals do not know. The old fashioned YasT package manager has never supported this. I also use smart with rpm-md repositories and I do not see the file contents of packages that are not installed. Perhaps it is a smart thing.
