actually, it is set as one of the first things set during the install (language, keyboard) :-) Locale was one of my thoughts too - I'm using en_GB.utf8, as I always have. The scaled down printing issue appeared with Leap422, I don't think it is locale related.
I think he refers to this one: LC_PAPER=es_ES@euro It is also set in /etc/sysconfig/language: /etc/sysconfig/language:RC_LC_PAPER="es_ES@euro" I even have an older file: /etc/sysconfig/suseconfig:# Update /etc/papersize to get page sizes for groff correct? (yes/no) /etc/sysconfig/suseconfig:# LC_PAPER, which is possibly inherited from the system wide value of LANG). But see the mention of /etc/papersize - when did it disappear, with Leap or earlier? 11.4 had it, but not 13.1, I think. Anyway, those settings would affect all programs.
Just to complete my comment: I am using 42.3 and have no problems at all in printing using Okular: A4 paper et al.
The printing issue might be related to the complete setup, but it is only as of Leap422 that it fails.
