Well, I have worked in small sites that don't have any IT personel, but do use computers. Often they do their own setup as much as they can. Maybe they hire a shop that comes once a month or on call when a disaster happens. Or maybe some office worker "knows computers" and does it, in the hours that he can get out of his normal duties.
