We have updated a 12.3 install and plan to upgrade to 13.2 by changing the opensuse repos from 12.3 to 13.2 in yast and updating the distribution using zypper.
Is that OK?
Officially not OK. https://en.opensuse.org/SDB:System_upgrade There's nothing to stop someone from going from 12.3 to 13.1 to 13.2 with zypper, which could save a lot of grief and/or time were something to go haywire trying to skip 13.1. -- "The wise are known for their understanding, and pleasant words are persuasive."
