Logout, init 3, remove or rename ~/.kde, then init 5 and you start with a clean slate to try setting up your desktop again.
yes, _very_ clean, all kde apps configurations will be gone. Such as kmail, it will be unconfigured again. May be it is sufficient just to delete the file containing the configuration about the desktops. Or to make sure it is writeable, so it does accept changes. Is it in kderc?
