Yes, our intention is to allow this, and to make the "rules" that might be necessary as straightforward as possible. There is, however, legalese involved (and it seems we should hurry up a bit with getting it done).
I ask this as each year our LUG produces a modified livecd for every first year CS student at the university here. We set the CDs up for easy connection to campus servers, and include the tools they will need for their first year modules. We are currently evaluating which distribution to base our livecd for next year on.
