There was limited space for additional languages, and AJ was put under pressure by openSUSE translators who were very disappointed by the unexpected regression wrt. inclusion of tier2 languages on dvd5 from b2 -> rc1. I was personally among them. I believe the decision was mainly meant to be a kind of reward for the more active translators.
