Yes, use de for German.

The "de" PO file is (was?) not enough translated to be used (under 50% translated, we do not use it), so old file manually translated is used and leaved untouch.
3.) Many entries consist of large html syntax fragments, where I'm not sure what to translate. Shouldn't it be possible to just extract the parts that need to be translated?

Yes.
Is there anything that needs to be translated in the next example? You can translate "alt" and "title" values but it is not very important since it is a bit hidden.
