When downloads are slow or expensive it may be important to make sure you have this setting in file /etc/zypp/zypp.conf:
download.use_deltarpm = false
Typo, should be: download.use_deltarpm = true
This means that when possible zypper/yast will try first to download the smaller delta files; however, these files have to be processed locally to convert to the full files, and this is slow and CPU intensive.
This setting is the default, but people change it to "true" when internet is fast and cheap.

download.use_deltarpm = false is in all my zypp.conf files. Delta rpms have not been downloaded here in many moons. Bandwidth here is good and uncapped. I have a lot of slower old hardware that would gobble CPU and increase slow I/O to process deltas.
