If they do, they can't put the "Windows 8 compatible" (or whatever) logo on the box. I'm afraid not many will risk that.
It's the same with DVD/BD players: if a manufacturer allows its user (who is actually their customer and pays them for the product) to ignore those extremely annoying "skip of fast forward not allowed here" features, they don't get a certification and can't put a logo on their boxes. See for yourself how many manufacturers go this way...
Windows Hardware Certification requirements, page 116 states "all x86 Windows machines will be required to have a firmware option to disable this or to permit users to enrol their own keys" not sure how it will look in reality but I hope that one can simply disable this feature. bye Chris
