Here is how this openSUSE thing works: 1. The "release" or anything else needs to be done by somebody. 2. Everyone can decide if they are going to do something (incl. Coolo). 3. Releases, or anything else, are going to happen when people decide they are going to do it and when they succeed. Coolo told everyone up front what he is going to do (:42) and what he's not going to do (13.3). Now it's up to everyone else to act (or not).
