Doesn't one first have a GOAL in mind to start with and THEN goes about creating a STRATEGY, or a plan, on how to achieve that goal?

UNQUOTE The meaning of the above is that this Foundation is *ALREADY* in place and does not require any "establishment". Is the statement found in googly-woogly then false and misleading? And in any case, what does an "ARM port" have anything to do with anything? I ask in ignorance and would appreciate a sensible answer to understand the response by Per to the statement by Jos.
