No. They did *not* need SOPA to arrest Kimble since he is a well known criminal, betraying people since over 10 years. Current law was absolutely good enough to get him. That's actually a proof that SOPA is not necessary.
Just a follow-up to what I stated earlier re your comment above. I queried re above a friend who has close political ties to what is going on in USofA and he tells me that the action was taken in anticipation of the SOPA/PIPA being enacted and jumped the gun by starting proceedings a month ago - meaning that what happened to Megauploads *was* directly as a result of SOPA/PIPA as there is no current legislation in force to do what was done.
