has anyone reported the issues to admin(a)o.o which is
the correct place
to report infrastructure issues?
It's a known issue, but unfortunately fixing it doesn't seem to be
easy :-( - see https://github.com/openSUSE/software-o-o/issues/225

Please check your zypper logs if the failures are related to
download.o.o or a specific mirror, and then report it to admin(a)o.o.
