I thought we had this talk back, after 11.3 came out. I have to agree with those that for now keep it 11.4 for, we can make the next one 12.0.
The decision then was to stick to the 11.x, 12,x, 13,x scheme. And to evaluate each release a few months prior to the formal release to see if a major version number change was warranted.
