It turns out that it is suse mail service that is broken. They have implemented an SPF definition that does not include mx2.suse.de (and maybe others). Thus when my ISP sees those emails they get correctly rejected:
My guess is that mx2.suse.de is newer than the SPF record.
But it distresses me that I had to post here to get attention to my Bugzilla.
And there is no word yet on the Bugzilla on when they may correct this.
It's no longer a bugzilla issue, it's more of a general SUSE infrastructure issue.
