What works for me is:
dvd+rw-format -force /dev/hdc pktsetup pktcdvd0 /dev/hdc mkudffs --media-type=dvd --udfrev=0x0150 /dev/pktcdvd/pktcdvd0 At this point I got the same:

mount -t udf -o rw,noatime /dev/pktcdvd/pktcdvd0 /media/dvdram/
