1) suse.com official site knows nothing about SLE12SP4, only SLE12SP3 and SLE15:

https://www.suse.com/lifecycle/ mentions SLE12SP4. For every major codestream you can assume that there will be multiple service packs. SLE12SP4 is the current version in development for the SLE12 codestream just as there will be a SLE15SP1 and more to follow after that.
2) openSUSE branch (%{SLE_VERSION}+30.%{SERVICE_PACK_VERSION} mechanism) also knows nothing about openSUSE Leap 42.4, only openSUSE 42.3 and openSUSE 15 respectively.
https://en.opensuse.org/Lifetime is the reference to use here but it does not explicitly mention 42.4 or something.
