I believe that your hopes are too high. From what I remember of the last version available, the fglrx module build on 4.4 kernel, but doesn't work with any newer Xorg version.
We have spent quite a bit of time trying to track down the right people for the SUSE packages on IRC to not much avail and I literally have a team of about 8 people doing almost nothing but wait for your reply to this email lol
Google fglrx+opensuse -> lizards articles -> reference to author of patch and make script (Sebastian) + builder and hosting (Mysefl) : I didn't receive any news from Sebastian since christmas, perhaps he's giving up on this subject. Which I can undertand after numerous years. The right attitude, even if hard to achieve, would be to contact directly amd (they have some forums too) to propose your help there, to maintain and patch upstream this driver. This is how Sebastian has done his contribution.
