This issue still exists because opensuse still provides wodim/cdrecord. I actually ran into this because wodim/cdrecord kept ruining my DVD's.
A while ago sometime between 11.2 and 11.3, I think, Joerg Schilling the original cdrecord author came onto the factory list and bugged the hell out of everybody. As a result we have the correct one and imo it works a 100% better than the earlier one, I used to have to set 16x dvds to 8x and 8x to 4x or they very often became frisbees.
