I'm sorry I can't help you at all, but, why don't you call for fellows of -fr list subscribers to be engaged in translating ?
I post the "now out!" announcement to -ja list every week after the original English announcements are posted. For example: http://lists.opensuse.org/archive/opensuse-ja/2009-04/msg00000.html # Sorry, in Japanese. The latter half of the body is calling for help.
This may have no immediate effect on increasing contributers, but I think it's important to let people know that we need much more help continuously.
I wish "You'll Never Walk Alone" very soon.
