Have uploaded 2 more images ([1]) (.png) that show the cut-off icons from Dolphin and Gwenview toolbars. They are at higher resolution, so it should be seen on these.
Try to add Option "DPI" "98x98" in /etc/xorg.conf Section "Monitor", save it and then restart X. Log out and back log in should be enough.
See is that helps. If not change number to 99x99 and repeat save and restart.
This did not make any change, the icons (lower parts) still get cut. Correction: It is the _text_ under the icons that is cut-off (as mentioned in the OP). (Pl see the 2 images [1] & [2], after clicking on the (+) handle on the image to zoom-in)
Try making the Toolbar and Small fonts use a smaller one. The screenshot is slightly blurred, but that looks like a 9 - which is quick big.

It appears that somehow you do not have wrapping for icon lables/text as you only get one line. I am still on 3.5 and get two lines wrapped, but not a third and see "cut-off" on the end of the second line, ie: xxx.....

Other than cramming more text via smaller display size in the same area, I cannot see where the font is causal.
