I don't think it is possible. KDE recognizes only one desktop folder. I
don't see how you could change it on the fly when switching desktop... If
there is a possibility, try to have a look a kdcop. You will find in this
little program the name of all the calls emitted and received by KDE clients
(which includes the desktop and the window manager).
You could try to catch the signal of a change of desktop (it is in client
kwin) and do something to kdesktop (addIcon, etc) or kicker
(addNonKDEAppButton, etc) when it happens.
Honestly, I don't think it is really feasible, but if you succeed, let us
